2014 AIBEP Schools’ Survey Data Collection and Cleaning, Education Partnership – Performance Oversight & Monitoring (EP POM)

The Australian Government has been investing in Indonesia’s basic education sector for over 10 years. Support has included the flagship AUD 395 million Australia Indonesia Basic Education Program (AIBEP) (2006-2011) and its successor, Australia’s Education Partnership (EP) with Indonesia – a five-year, AUD 524 million program which commenced in mid-2011. Australia supports the Government of Indonesia (GoI) to achieve its goals in relation to access, quality and governance of basic education (defined as primary and junior secondary education). The vision of the current EP is to improve education service delivery in Indonesia. To achieve this, it focuses on three goals (i) to increase participation in Junior Secondary Education (JSE) schooling; (ii) to improve the quality of education in public and private schools, including Madrasah, and (iii) to improve sector governance through increased use of evidence for decision-making. 

 

The school’s survey supported under the AIBEP program aims to (i) provide Department of Foreign Affairs and Trade (DFAT) and other stakeholders with an updated commentary on the impact of the earlier investment, (ii) identifying insights from AIBEP that could illuminate the likely relevance, sustainability and impact of investments made under the current EP.  

 

REDI was assigned by the EP-POM to enable DFAT to track the medium to long-term results of its earlier support; to identify possible implications for the current Education Partnership  investment, and specifically in relation to possible high-order results (e.g. in terms of enrolment and participation) and the operation and maintenance of schools and madrasah (in terms of the quality of physical infrastructure; the presence of teaching staff); and to identify lessons and recommendations for current and future programing. The assignment was being conducted starting in August 2014 and was completed in December 2014. Team interviewed principal, supervisor, teacher, representative of Yayasan and school committee, and visited 612 sites (schools and madrasahs) in 20 provinces and 196 districts in Indonesia (Maluku, North Maluku, Southeast Sulawesi, South Sulawesi, West Sulawesi, Central Sulawesi, North Sulawesi, Gorontalo, South Kalimantan, Central Kalimantan, West Kalimantan, NTT, NTB, Bali, East Java, West Java, Banten, Lampung, and South Sumatera).
