Education Situation Analysis Study in Disaster Prone Areas of North Lombok

In 2017, INOVASI carried out two (2) pilot/intervention activities at Kabupaten Lombok Utara (KLU), namely Guru Belajar, Aspiratif, Inklusif, dan Kontekstual (BAIK) and Gema Literasi. Guru BAIK (GB) and Gema Literasi (GL) programs carried out by INOVASI and Save The Children. Gema Literasi (GL) is a program that aims to increase students’ literacy scores by increasing community support and teacher capacity in terms of good literacy teaching methods. However, KLU was severely hit by earthquake in August 2018 and impacted the community livelihood, including on INOVASI partner schools, both physically and in teaching and learning processes. 

 

INOVASI conducted a study to provide an analytical picture of the education situation in KLU related due to the earthquake disaster and how teachers and participating schools in Guru BAIK and Gema Literasi responded to the disaster. This study was expected to provide input for a post-earthquake pilot monitoring and evaluation mechanism system, mapping the state of readiness and capacity of stakeholders related to Disaster Risk Reduction and Disaster Risk Management. The study took place in KLU, but the lessons can be disseminated for wider purposes. 

 

The population of the study is stakeholders in GB and GL INOVASI partner schools and selected control schools (no intervention from INOVASI) in KLU. The study included 25 GB schools, 25 GL schools, and 25 control schools. This study applied mixed methods (quantitative and qualitative approaches) through surveys, interviews and FGDs to produce a more in-depth analysis. The implementation of the GB and GL endline and situation analysis was adjusted to the psychological condition of the community and school stakeholders during their recovery period after the earthquake disaster.  

 

The quantitative data was collected from 75 schools in KLU and consisted of: 25 GB schools, 25 GL schools, and 25 control schools. The data collected included 21 school supervisor surveys, 75 school principal surveys, 151 teacher surveys divided into 31 Guru BAIK respondents and 70 Gema Literasi teachers, and 50 teachers in control schools. 

 

The qualitative data collected from 25 schools from 75 schools for quantitative data collection. The 25 schools consisted of: 5 GB schools, 5 GL schools and 3 control schools. This study also interviewed school principals at 14 bamboo schools (including two schools that received bamboo school assistance and those in the categories of GB and GL schools) to find out the perceptions of the community and schools regarding the construction of temporary schools after the earthquake. The total number of qualitative informants was 200 people consisting of 76 female informants and 124 male informants.
