INOVASI: School and Community Baseline and Endline Survey

INOVASI is an ambitious four-year program (with the possibility of an extension for another four). It will collaborate closely with the GOI at the district, provincial and national level to develop and implement action-oriented research and pilots to answer the broad question: “What works to improve student learning outcomes in Indonesia?” It will focus on three sub-topics of investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all. INOVASI is managed by Palladium on behalf of DFAT, and formally started on 18 January 2016.  

 

The data collected was included but was not limited to: (a) student learning assessments in Mathematics and Bahasa Indonesia; (b) principal, teacher, student and parent surveys (c) school and classroom & learning observation; (d) principal interviews and school resources, policies and practices inventory; (e) parent and community surveys, and (f) interviews with district dinas of education and/or MORA, and other relevant stakeholders.  

 

In general, studies of INOVASI applied both quantitative and qualitative data collection methods, including observations and applying CAPI surveys. REDI conducted the assignments in three (3) phases: preparation, implementation, and data analysis & reporting. The total numbers of sample schools visited is around 1,096 primary schools under the Ministry of Education and Culture (MoEC) and Ministry of Religious Affairs (MoRA). In a school site, the number of the targeted respondents are around 51 persons including: school supervisors, principals, the classroom/subject teachers, students (more specifically in Grades 1-3), and their parents.
