Organization and School-level Baseline (for Muhammadiyah and Ma’arif NU) in Scaling-Out INOVASI Literacy and Numeracy Approach

The study applied both quantitative and qualitative methods. The quantitative data collection activities were carried out through a survey using a structured questionnaire. The respondents were principals, teachers, and students. In addition, a survey was also conducted to parents of students by asking a few short questions regarding personal information, educational background, and current job. The survey was conducted through face-to-face interviews by implementing strict health protocols, both for the enumerator team and for respondents. 

The qualitative data collection activities were carried out through in-depth interviews (Key Informant Interviews – KII). Key informants in in-depth interviews were at the organizational/institutional level and the school level. Key informants at the organizational/institutional level were informants who have important roles and responsibilities in the INOVASI – Muhammadiyah and LP Maarif NU partnership program. Meanwhile, at the school level, the key informants were school/madrasah principals and teachers. In-depth interviews were conducted via telephone interviews, WhatsApp calls, or Zoom to selected key informants and generally take approximately 90 minutes. 

For Muhammadiyah and LP Maarif NU, the technique of collecting data through observation was carried out on some of the learning processes by selected teachers using a checklist for observation instruments. Observations were made when the selected teacher delivered Bahasa Indonesia lessons for partner districts/cities that focused on literacy in Malang Raya and Lamongan and Mathematics or numeracy for partner districts in Ponorogo and Gresik. In general, learning and classroom observation last for a minimum of two hours of learning. The partner districts of LP Maarif NU for observation were made when the selected teacher delivered Bahasa Indonesia lessons for partner districts/cities that focused on literacy in Malang Raya and Lamongan and Mathematics or numeracy for partner districts in Mojokerto and Jombang. In general, learning observations last for a minimum of two hours of learning. 

Student respondents at the school/madrasah level were interviewed using a survey questionnaire and then asked to do exercises in Bahasa Indonesia and Mathematics using the Student Learning Assessment (SLA) instrument. Interviews and assessments of student learning outcomes lasted for approximately 60 minutes. 

The objectives of the baseline study were as follow:  

  • to find out the current systems, policies, and practices at the institutional and school/madrasah levels that support programs to improve students’ basic literacy and numeracy skills; 
  • to know the practice of learning literacy and numeracy; and 
  • to know students’ literacy and numeracy abilities. 

The data obtained from the baseline study was used to measure future changes after the intervention is implemented. 

Baseline data collection activities were carried out in 28 SD/MI Muhammadiyah in four districts/cities in East Java Province, namely Gresik, Lamongan, Malang Raya, and Ponorogo. Specifically, Muhammadiyah implemented the Literacy 1 pilot program in Malang Raya and Kabupaten Lamongan, and the Numeracy 2 pilot program in Kabupaten Gresik and Ponorogo. For LP Ma’arif NU the baseline data collection was carried out in 20 elementary schools/madrasahs at the LP Ma’arif NU East Java in four districts in East Java Province, namely: Kabupaten Mojokerto, Kabupaten Lamongan, Kota Malang, and Kabupaten Jombang. Specifically, LP Ma’arif NU East Java implemented the INOVASI Literacy 1 pilot program (in Kota Malang and Kabupaten Lamongan) and the Numeracy 2 pilot program (in Kabupaten Mojokerto and Kabupaten Jombang).
